Okami: where do I find the key in the sea dragons body

for the thing that when i do find the key,the key stabs the "lock" in the eye

Sorry, this answer may be a bit vague because I don't remember exactly where it is. But you know the area with the platforms (that have the seashells on them) and the water? The key's in the water on one of the lower platforms.
