Okay, my computer mouse is moving very slowly and skipping and randomly highlighting stuff...what's going on?

I'm on a laptop and when I use the little pad the mouse on the screen moves really slowly, or it skips and it starts randomly highlighting stuff when it moves...what the heck is wrong with it?
