...but kisses on the cheek from a relative are definitely OKAY, seeing as it is a caring gesture? (As opposed to a kiss on the neck...)

Not a dumb question.   I cringe when it happens to me. It is so false kissing people you don't like,  aunts and uncles etc.  Yuk !

Kisses on the cheek are okay, I mean its a costume in my family XD But kisses on the neck would be very weird, just try to avoid it, and if you cant just tell your parents...they will handle it,.

Yes a kiss on the cheek is okay, but if that is something that makes you uncomfortable just try to avoid it.
