You are unlikely to find a cheap hotel in Greenwich...try Stamford, which is the next city over and has a wide range of hotels.  As far as a restaurant, Morton's Steakhouse in Stamford is the best of the best.  Less than 5 minutes from Old Greenwich.

Your best bet is to stay at the HoJo just outside of "Old Greenwich", rates start at $79/night...
