Old cartoon seal movie-need name-HELP!?

I used to watch this movie when I was little but none of us can find the name of it. I'll do my best to describe it- It was about this little boy who became friends w/ this baby seal. They met in a cave and i think it starts w/ the little boy running down a hill crying and its raining. This movie was a cartoon and looked like the drawings of pokemon. The seal was light brown i think.There was one part where these teenagers were under a bridge trying to get the seal. The cover of the movie was a little boy in a red and white striped shirt, a cave and the seal. I used to call it Tapioca but that obviously isnt it. I used to watch it in like 1999-2001 ish. Please help me not knowing the name of this movie is killing me! I believ warner brothers made the movie but again i dont know.
