Old horror movie about a future society??

My mom always talks about this movie where a kid finds that his grand pa is dying, he later realizes that the dead are turned into food (cookies) for everyone else. Anyone heard of it??

kinda sounds like "Soylent Green" (1973). People are recycled into food, however the main character isn't a little boy. It's Charlton Heston as a detective.
