Older model earthquake rear tine tiller won't...

Question

I have an older model earthquake rear tine tiller. It has been sitting for about three months. I tried startign it today, but had no luck. I can't tell if it's getting enough gas. I put new gas in it and checked the spark plug. I thought that I may have to clean the carb. Any help is appreciated.
