Photobucket.com recently had a few upgrades in their picture editing software. It's actually quite good. Or if you don't wanna go through Photobucket, the next best thing would be Lunapic.com

They're extremely good at replicating Paint Shop Pro.

use www.picresize.com and choose picresize3.0 because you can edit pictures on it without resizing them [unless you want to resize them too.] it works great. :]
