    The noon sun angle on any date is given by 90 + Dec - Lat, where Lat is your latitude (+34). On August 4th, Dec = +17 so the noon sun angle at 34 N is 90 + 17 - 34 = 73 degrees (as you say).

    To find the maximum and minimum noon sun angle, just plug Dec = +23.5 and -23.5 in turn, into the equation.
