  1. No.  Once the auction has closed, it is no longer a bid nor an auction: it is a purchase.

    If you want to cancel a purchase, the Buyer and Seller must mutually agree not to complete the transaction.  After reaching this agreement, the Seller will file an "Unpaid Item" report, noting that you've "mutually agreed not to complete" the trade.  The Buyer will have to verify his agreement, and that's the end of that.  

    It is acceptable for the Buyer to offer to pay (or the Seller to ask) for the listing fees incurred to list the item for the failed transaction, but not a requirement.
