On Feb. 20 I signed up for membership into a group and cannot access it. How long does getting approval take?

Group owners have up to 2 weeks to approve new memberships.  It sounds like the group owner might be inactive in the group you are trying to join.  If that's the case, no one can approve your membership.  I'd look for a different group to join or start your own.

If the owner's or moderator's accounts are active, membership is approved in 14 days.

there is 14 days allowed to approve. if it comes close to that 14 days, it's a hint there is no active owner (or one on vacation!)
