  1. makawao_kane is right. I was born 1996 and for my parent's birth place it says ************. I guess the regulation still existed at that time.


  2. Either the parents did not give that information at the time, or the person typing out the birth certificate made a mistake.  You could ask the office that provided your birth certificate how this error could be corrected.

  3. Maryland birth certificates do not include the parents' birthplace if the parents were not born in the US.  It doesn't matter what country the parents are from.

    This was the regulation until 1996, and it may have changed since then.
