On a KTM 50SXR (96), do you need packing in the silencer?

We have purchased a KTM 50, or LEM LX2 (morini). I have taken the silencer off and taken it apart, but nothing inside. Has there ever been anything inside? If not, can it be added?

If you want it quiet, yes.  Glass or steel will work.
