On a like 2 second video how would u make a certain part of it a picture??

i need help because my sister instead of takin the picture she recorded it but like only 2 seconds nd like the 1st second of the video is the part tht i want as a picture. is tehre anyway i can like cut it?

on most video editing app, there is a feature to take or grab a picture, e.g., movie maker/tools/ take a picture on preview

on windows movie maker import the video and pause it were you want the picture to be. the on the preview on the bottom right corner and click it and it takes a picture.
