  1. The correct answer would be C. A broken yellow line means you may pass traffic going the same direction as you are going on the left. However by the line being yellow, it signifies the center of the roadway. When crossing center to pass, you always have to give the right of way to oncoming traffic.

    I drive over 150,000 miles a year and can't remember ever seeing a road that is more than three lanes wide with a broken yellow line for the travel lanes. Usually, you have a turning lane in the middle, with a solid yellow line on the travel lane side and broken yellow in the turning lane. That broken yellow means, if you are already in the turning lane, you may pass a car in the travel lane to re-enter the travel lane.
