  1. the person who arrives first and makes a fool complete stop, has the right of way.

  2. What the h**l is a 2 way intersection?

  3. the question answer is in the rules of the road followed in Canada. If the right side is driving on the right hand side of the road then the "right of the way" will be invested in the person coming from your left, that person has the right to use the intersection first.

But if the right side is driving on the left side of the road as in England then the right to use the intersection first is invested in the person coming from your right.

Usually the right of way is reserved with fast moving vehicles, the vehicles on the main road, people coming onto the main roads, from by lanes should allow the heavier/faster vehicles to pass by and then enter the road.

Usually at intersection the traffic controller according to the rules as followed in England will first guide the traffic on the right to proceed, in a clock wise direction. In America, the controller allows the traffic on the left to proceed first because the right of the way is driving on the near side (right side) of the road. Near side is the side on which the driver sits.

  4. The driver on the right.

  5. Your question is somewhat confusing, maybe try and describe it better...

  6. two ways isn't an intersections, it's a street.
