IF you mean it looks like a pool of water, that's called a mirage.  The same thing can happen in the desert.  People who would become lost in the desert, would spot one of those and think it was water.  Being very thursty, they of course would walk toward it, getting more lost, and finding out it was only a mirage.  Hope this helps.

  5. There are two things you may be talking about:

    1.  On real hot days tar used on back roads will melt and become soft - this might be it

    2.  You can see the heat waves rising from the road as the heat reflects from the tar

I think you are referring to an optical illusion called mirage.Near the hot ground on a sunny day,particularly in the desert(or on a tar road where similar condition exists)air very near the ground becomes extremely hot and light whereas the air considerably above the ground remains dense.Light rays from a distant object coming towards the ground are continuously refracted away from the normal and undergo total internal reflection and the image of the object appears to come  to the observer as if after reflection from a water surface.This optical illusion is known as mirage.
