On an Xbox 360, what are the achievements for, and does it really matter if u use cheats?

Achievements are just pretty much for show.  They don't actually do anything game wise, but can sometimes show people you're actually good at that game - examples like Guitar Hero, Rock Band etc.

Achievement points are also not anything to go by as game save hacking and duping means alot of people have 100,000+ achievement score but through playing Asian versions of the game or using saves etc.

As for GTAIV, if you use some particular cheats you cannot get some achievements.  Check out Xbox360achievements.org to see what achievements you can't get after cheating.  Hopefully if you need to cheat you can try and get these first.

It DOES MATTER if you use cheats on GTA IV; Health/Armor/Ammo cheats will block some achievements forever no matter what. Car cheats wont block anything though. On some games, using cheats doesn't matter.

Achievements are for your "Gamerscore", points you get for doing achievements. Its kinda stupid but fun to see how far you can get it. Gamerpoints usally go to 1000 on almost every game. Two games that I know of go to 1250 Gamerscore, which are Gears of War and Elder Scrolls: Oblivion.

The cheats keep you from doing some missions and achievments but you can just not save it or not save over your other game

Achievements just show in game accomplishments, other than that, they aren't important.

If you cheat online, you may get in trouble... however, during single player (campaigns and such) there shouldn't be any problems.

I'd suggest not cheating, in the first place, though.
