You have to go to the clothing store, click on one of the magazines and then the hair style should be in there. You also have to be a member to get a hair style.

The hair styles are available in the hair style catalog in the gift shop. If you are a member you can purchase them for coins. But the hair style you are talking about is no longer there. Sorry.
