  2. At sea means there are no scheduled stops that day for land-the ship will sail all day to let passengers enjoy the time on the ship without ports of call to consider.

  3. The ship is not in port.  Meaning when you go to the weather decks(outside the ship) you will see nothing but water and sky.  Maybe some land in the distance.

    Tender means the ship is anchored off shore (usually in the bay or harbor) and passengers must take a small boat, known as a tender (usually one of the lifeboats) to the tender dock.  A round trip on a tender can easily take a half hour, so it is better if you are docked.
