  1. Once the auction ends it goes to the highest bidder. The seller does not have a way to choose who wins.

  2. Are you the buyer or the seller?  Would be easier to answer if I knew which one you were.

As a seller, if you have more than 1 of the item you can make a 2nd chance offer to your next highest bidder.  Or, if your buyer says they don't want it and has backed out of the deal you can offer it to the next  highest bidder AFTER you have gone through the Non-Paying Buyer process.

If you are the buyer and you won yet the seller is refusing to sell it to you, you can file a Non-Preforming Seller complaint with eBay.  Not much else you can do.

    Hope this helps.

  3. Check the actual ebay rules, but I understand and have seen it in ebay ads that they reserve the right or put a rule that if you don't have a certain number of ebay purchases and/or lots of negative feedback, they reserve the right not to sell it to you.

I would suggest that if you have a good ebay record with a number of purchases and this happens, you would have a legitimate complaint to eBay. You won't get your item, but the eBay vendor could have consequences like being suspended for a particular amount of time.
