"on family and law ? if a person makes a statement to the police and leaves it on file and does nothing about it and the person that the statement is about goes for police vetting for a job would it be on that person file"

The quick answer to your question is "Such a statement probably wouldn't turn up in such a search."

Background checks usually turn up convictions and sometimes-- if thorough enough-- arrests.  But a statement on file with the police that has never been acted upon is pretty much just a piece of paper-- useful only if someone were to later point to it in a legal proceeding.
