On formula 1 cars how do the wheel covers not turn as the wheels turn?

I noticed on Hamiltons car, the front wheel covers are stationary and do nut turn as he drives the car.

  3. These wheel covers, or as their called, rim shields are kept stationary because they are mounted not to the wheel, but to the front suspension. This can be seen because when they change the tyres, they can remove the rim shields.
