yes they are there for little side jobs, they tend to show up when I saty in a neighborhood for a period of time

There is a random guy who you just happen to find driving around. I think it a green icon though he give you cash first time you meet then you meet him again and help him because he getting beat up by 3 guys. Haven't found him again but sure he around. When your in his area within a block a icon will pop on your map it a little so you have to pay attention. The second time is in the "New York" area
