Is there a customer care law in US ?

What are the limits to the Terms and Conditions..A company has such a T&C

(They even dont take a defective open box item.)

Once an order is placed it is automatically processed and in most cases can not be cancelled. Your credit card is charged immediately. A cancellation processing fee of $100.00 will be applied by x*x to any system cancelled before shipping. A 10% cancellation processing fee will be applied by x*x to parts orders cancelled before shipping. The return/refund of any product will be subject to a 20% restocking fee (shipping charges are non-refundable), and must be received by x*x within 30 days of the original invoice date.There will be no returns/refunds on opened software or printers. After 30 days of the original invoice date, no returns/refunds on unopened and/or opened product will be accepted. Please allow 4-6 weeks for refunds to be processed. Additional time may occur with individual banks.

Unfortunately they can obligate you to whatever terms they wish providing their terms are not in violation of the law.  You willingly accept their terms when they are presented to you and you accept by placing the order.  They are not obligated by law to accept returns, and if they do they have the right to place a restocking fee on the return.  Of course a judge might very well rule in your favor if you took it that far, however, would the cost of doing such be worth it?
