On my group page, the members can not find the tab to add photos. whats the deal?!?!?

The members are all crying to me as to why they can not add pictures. I don't know what I might have done so the tab is no longer there

management- web tools- web tools (edit) <- click the edit first thing 'file-photo's' be sure it's open to members

click save changes
