On the outside of Florama Town. Keep walking to the East and you'll come to a building which is the Valley Windworks.

Leave Floaroma town through the top entrance.  Head to the right (east).  The building near all of the big windmills is the Valley Windworks.  You should NOT cross the bridge- it will bring you past the Windworks, and you'll miss it.  Good luck!  Remember- Drifloon appears outside the Windworks only on Friday.  It is at level 20.
