On pelican crossing on the box where the button is there is a metal cone that can be rotated, what is it?

This cone is under the base of the box that houses the button you press when you want to cross the road. It is a metal cone that you can spin. My son says it is for blind people to speed up the traffic lights changing to red, but i am not sure

  3. Its to unlock the box to repair it or replace the bulbs.

  4. its for the partially sighted my friend.when its safe for them to cross it rotates to let them know. also when youve pressed the button twist the cone,it makes the lights change quicker ive found.the above two answers are wrong,next time press the lights and hold the cone,you will find im right.

    your son is correct,i found this out off a old lady,and its only the partially sighted that get informed of this info apparently.
