On pokemon, is it true that not evolving the pokemon doesn't matter?

i read ono a site that if you evolve the pokemon later than normal, you get all the stats back that you would have got if you'd evolved. is this still true for diamond and pearl? i assume it is

  1. No. The get a big power boost when the evolve but its not connected to there level in any way If you Evolve treeko at LV.16 it gets a 20 pt boost on all stats. (20 is estimated) If you evolve at level 99 it gets a 20 pt boost on all stats. the only reason you would not evolve is if you really like that pokemon, (Pikachu!) your wanting to learn a move, (Torchic learns Flamethrower but Combusken/Blaziken cannot, or you want a move early. (charmander learns flamethrower at level 34 (estimated) Charizard at level 54 (estimated) Also some pokemon stop learning attaks when they evolve. Once you evolve Nidorino to Nidoking, Even at Lv.20 you have to use TM/HMs or its stuck with whatever it already knows.

  3. well im not sure. pokemon evolvation smth gets new types (eg marshtomp to swampert) and stats but some moves if you dont evolve will learn. (eg mudkip if he doesn't evolve at lvl dunno wat he learns hydro pump. cant get if evolve.) but i think its better to evolve since the stat changes and strength.  

  4. I'm not entirely sure but personally I would try to evolve pokemon as early as possible to get the stat boost.

  7. evolve them asap cos u can only teach pokemon certain moves if there evolved
