In anime cartoon, Wallence is the judge of pokemoncontest and traveling the world...........

IN game, You have to fight with Juan (It's not Wallace anymore, because he's the League Champion) once you've completed the whole Kyogre VS Groudon fight by fetching Rayquaza over with Wallace, you have to go to the Cave of Origin and you will find him at the end, then you can challenge the Sootopolis Gym.
