On pokemon pearl i have four gym badges but i can use strength in battle but not outside battle?

i have tried to battle the gym leader in hearthome city but she is not there ive tried to get to celistic town but i cant because i need strength wat do i do help plz!!!

keep battling until your bidoof or whatever rock pokemon you have finally learns it. also heres a pokemon walkthrough
