On pokemon pearl where do you get the national pokedex??

In order to get the National Pokedex in Pearl you must see [not catch] the first 150 Pokemon in the Sinnoh Pokedex and defeat the Elite Four. After you've done those two things you go back to Sandgem Town and talk to Prof. Rowan.
