after u beat the elite 4 u go to the place were u face Byron the steel trainer (Forget town name)

there will be a sailer blocking a boat and a house just north west of him.

talk to him and go into the house

then talk to the kid in the bed and go back to the sailor he'll then take u to the island

after beating the elite 4 go to calacave and talk to the sailors son inside his house then u can go to the island

when you defeated the elite 4 and received you national pokedex, go to canalve city and talk to the sailor, he would say something about his son is sick and needs this medicine to cure him....he would ask you if you want to go to halfmoon island. he would take you there...the legendary pokemon, cresslia is there...but it would flee before you do anything..... i hope this helps!
