In the Celadon Casino go underground,find and beat Giovanni,he'll give it to you

lol, its been a while.

But go to the rocket' hideout in celadon (poster behind the slots area).

Go down to the first set of arrow moving things (whatever you call tose platforms that make you move in a certain direction).

Then take the set of stairs that the arrows eventually lead you to. After taking the stairs, fight a guy in the top left room, and he should drop the lift key after beating him. Go back up and take the lift to the last floor to fight giovanni for silph scope.

BUT a Much easier method is to simply buy poke doll from celadon mart, and use that to distract marowak. No need for silph scope.
