If we're talking about a limited access freeway, it's possible that there is no exit ramp.  It's not uncommon in northeastern cities to have exit or entrance ramps that have no "opposite" ramp.

the exit &entrance are the same

I'm guessing you could probably use the entrance as an exit. Unless the normal rules of this world don't apply to yours.
