On the website used in school education in leeds, http://www.leedslearning.net... how do you make a new user?

I am afraid that schools and colleges have to submit the users they wish to allow on there.  As a user you cannot make a new user.  Just went on there to check and it is just like The London Grid For Learning that a lot of schools in London use including the one where I work.
