On top of the world in Burbank, CA?

I always hear my friends talking about "on top of the world" in the city that I live in, Burbank, CA. I'm guessing it's a place somewhere up in the mountains but can someone tell me exactly where it is??

People call the area around Lake Arrowhead "The Rim of the World."  I wonder if that's what they're talking about?  It's in the San Bernardino Mountains outside Los Angeles.  Here's a good link about the area...
