On windows2007 when I press enter to start a new paragraph, why is it skipping two lines??

beacuse of its auto.you can change it in going in the settings.

Perhaps you need to go into your format options and check to see if the check box is not selected for double spacing or something like that

try pressing shift + enter together and then Tab it to indent
