On xbox live when i want to play games with 16 ppl or swat it wont let me...?

it says i dont have the right maps?do i need the map pack?..i dont get it.

Yes, you need both the Legendary Map Pack, the Heroic Map Pack, and Cold Storage (all located in XBox Marketplace) to play ALL the Hardcore gametypes, unless otherwise stated, when the gametype is selected.
