  1. In general, it depends of the type of the electric device.
    The formula is  
    WATTS = VOLTS x AMPERES x POWER FACTOR
    For purely heating-based devices (incandescent lamps, electric heaters, etc.) the power factor is 1. For more sophisticated devices the power factor is less than 1.
    Therefore, for an 1kW / 220V device, the electric current should be *at least* 1000/220 = 4.5 Amps.
