Once im in puerto rico can i get my passport there so i can go to dominican republic or should i get it before

...i leave los angeles, ca. im thinking since puerto rico is part of the US i can just get one there but i want to be sure. also i am a US citizen.

Get your pass port before you leave CA. PR is a US territory, not a state. It takes anywhere from 2 to 8 weeks (depending on the time of the year) to get your passport, unless you go directly to a passport center, which I think they have one in LA.

I suggest you get it before because it takes I while to get it.

They will only mail your passport to your HOME address...so you need to get it in  CA.  It is currently taking about 4 weeks .See site below for all appication info.

You can obtain your passport here, but in a state the processing should be faster.
