Once you have a movie copied from a digital camera to the computer. How to copy it to a cd or is it dvd?

The file should appear wherever you copied it to. Then all that has to happen is open the blank CD drive on your computer screen in a new window (as long as it is in the drive) then you should be able to copy and paste the file into the open window. If there is a button that say burn files to cd...follow the instructions....hope this helps!

You just need a dvd burning software to help you convert and burn  movie to DVD. If you need more info, here is a step by step guide will teach you how to do that, it works pretty well for me
