Anyone regardless can buy a lotto ticket. But technically minors are not allowed to play...so you are right, you can't collect your winnings. I assume that you are under 21 ...Well if you are "married", your husband can collect for you the winnings (if you win) and pay the taxes on his SS#...provided that you want to take the chance and give him the winning ticket and hope that he will not run away with your money.
