One of my brother in low is passing heathrow we would like to see him can we do that ? ?

You omit to say what passport he got? if he has a British passport so yes he can come out to meet you and then go in yet again to get his connected flight to the US, if he is not holding a British passport or any Eu passport, so he will have to have a visa to inter the UK, at any ways he have to come out, you can't go in.

I'm guessing he will remain air side where you would not be able to go unless you have a ticket to fly somewhere. You could call the airport/airline to get a definite answer.

Depends whether he has clearance to "land" in the UK or if he is just in transit.

Many nationalities need a visa to enter to UK and he may need one to be able to go past immigration to be able to meet you.

You will not be able to go through security to see him.

Yep, he can come out to meet u :D, he has to anyway to exit the "arrivals" side and then to go through check-in.
