Depends on the employer? If this person was hired as a man and then changed gender to female on the job other women might still have an objection to this person using the women's facilities "bathroom" and this person's employer might have to decide if this person can use the women's toilets or provide this person with a separate toilet like a unisex bathroom.

As far as I'm aware, once they've completed the s*x change they are treated legally as a women, so they use the female facilities. Which makes sense, because mentally they identify as female, and outwardly they look female, so essentially they are female, and men would not be happy if women used their facillities.
