OneStep Search keeps coming up?

Every time I go onto the internet, when I type something in the address bar, 3 out of 5 times it doesnt go to the page that I typed but it goes to a page called One Step Search. Is this spyware? It is very annoying because it stops me from getting to some sites.

I think it is, I uninstalled it in the Control Panel.
