I'm not 100% sure; however, I don't think it could have neither 0 acceleratio or 0 velocity.
a = f/m, acceleration could not be zero if there's a force acting on the object because 0f/m would always equal 0 as long as m is not 0. If the mass were to be zero (it wouldn't be an object in physics, That could be argued in philosophy), then the acceleration would be undefined.
v/t = f/m, if velocity were to be zero, then force would have to be zero to have this equation be true.
