Open your eyes and ears open whole times?

What is that mean?

I cant hear.. (i'm deaf)

Is that mean listen to my inner voice? isnt inner voice a feeling or what it is?

"Keep your eyes and ears open at all times"  means pay attention- don't miss anything.  

If you're talking about someone opening their eyes, like, "He really opened my eyes", it means he helped you to understand something.  "Open your eyes and look around" means you don't understand, but it's right in front of you. Many times in english "open eyes" means understanding.
