Opening a business in Texas....Plz help?

Im moving to texas in 3 weeks i was thinking about Opening A Group Home with foster kids... i was wondering how many Group homes can i owned in texas...for example in Florida u can only owned 1 Group home in California u can owned up to 4 Group homes thanks
