Opening a casino?

What are the steps in detail to open a casino?

for example, should I start with a hotel/restaurant first?

This is not real life, its for a business assignment.

I live in Las Vegas. The cheapest way to get into the gaming industry would be to buy a bar and put video poker in it.  You can then expand and put slots in it if you're successful. The gaming licenses and regulations you need to abide by to have table games (blackjack, roulette, etc) are much more stringent, and require a much larger investment. To build a large casino/hotel property, you must already be rich or have the clout  and gaming experience of a guy like Donald Trump.

Casino is a Huge business to run, and requires millions at the least.

You should start with something small and work your way up.
